Depends on the life style you want.

Panama is probably the best for someone from the USA – great benefits including western style health care, western roads, modern buildings, and the US dollar as the currency of choice. They want retirees and provide quite package of benefits including no tax for 20 years on any new house. Only two hours from Miami. Markedly lower costs so you can live a much wealthier lifestyle on less income.
