What does this have to do with "civic participation"?

However, to answer your question...YES he should quit. He is incapable of serving the people of Massachusetts. I don't care if the Dumbocrats need votes. Teddy needs to retire NOW. The bad thing is, that will leave John Kerry as the senior Senator.
References :
With the majority that Democrats have, Kennedy's vote is only crucial in very rare circumstances. Has he not been there to vote in THOSE circumstances? If so, then, what's the problem?

Even over the objections of the ignorant ditto-heads, Ted Kennedy will go down in history as one of the Senate's very best members of all time. He is not expected to live much longer. His staff is able to do most of his work - as is the case for most senators even when they are NOT ill -.

My guess is that most of those who appreciate his service feel that it is preferable to wait and see how long he can continue to function at least at his present level than to pressure him to retire if he does not wish to do so.

There is little if any chance of his seat going to anyone but a liberal Democrat, so political advantage is not an issue, except for a brief "interregnum" period.
References :
While I agree Kennedy should retire, for other reasons, I believe age has nothing to do with it (up until a certain point).

For instance, Obama is young, and he has a record of an inability to actually vote, by his repeated voting "present".
