Those ex-pats spend a lot of money in the communities in which they live, which is why your government allows them to live there. The reason they retired there is to live frugally...they can be relatively wealthy in that area, whereas they'd have to spend much more in the US for approximately the same lifestyle. If they comply with the local laws, they are no more nor less entitled to enjoy the environment than anyone else who legally lives there. If they are in the country illegally, then they should be kicked out. However, I doubt that there's a large number of US citizens who are retired and illegally living in another country, or in another country illegally and working. Certainly not nearly the percentage of people who are illegally living and working in the US.

And that answers your question about illegal aliens in the US, too. Illegal aliens are people who circumvent the law. The US does allow people of just about all nations to come and live here, as long as they comply with our laws. I don't think that we have a large number of ex-pats from other countries who have retired here, either, our cost of living is pretty high.
References :
Depends on where "your countries" are..... they may be annoying but they are probably not costing much to keep - they have medical insurance and most get pensions or whatever from the States, so what's the problem...they're paying to live in your country and, irritating as they are, they aren't doing a lot of harm. On the other hand, if the Us requires your citizens to get visas to enter the US, then the same should apply to US citizens wanting to live in your country. Get your Government to lay down some rules (assuming you live in a democracy)
References :
If you want their money, and a lot of you do (that's why they are there), you must accept them. You bid with other places for them. They think you give a good deal.

If you want to get rid of them, raise the prices until they start living somewhere else.
References :
decades studying philosophies, cultures, and social institutions began because of the confusion resulting from my military experience under the shadow of neo-Marxist propaganda disseminated from universities
